<li>Preheat oven to <strong>375°F (180°C)</strong>. Line a baking sheet with parchment paper.</li>



<li>Mill about <strong>2 cups barley kernels</strong> to make <strong>3 cups freshly milled barley flour</strong>.</li>



<li>In a separate bowl, whisk together <strong>3 cups freshly milled barley flour</strong>, <strong>1/4 teaspoon baking soda</strong>, <strong>1 teaspoon salt</strong>, and <strong>3/4 teaspoon baking powder</strong>.</li>



<li>In a large mixing bowl, cream together <strong>3/4 cup softened butter</strong>, <strong>1 cup dark cane sugar</strong>, and <strong>1/4 cup light cane sugar</strong> until light and fluffy.</li>



<li>Add <strong>2 eggs</strong> one at a time, mixing well after each addition. Stir in <strong>1 teaspoon vanilla</strong>.</li>



<li>Gradually add the dry ingredients to the wet ingredients, mixing until a soft dough forms.</li>



<li>Fold in <strong>1 1/2 cups chocolate chips</strong> until evenly distributed.</li>



<li>Scoop rounded tablespoons of dough onto the prepared baking sheet, spacing them about 2 inches apart.</li>
